He's just a bureaucrat making bad faith arguments.

Weighing costs and benefits requires a level of rigor beyond what most bureaucrats can handle. Threats like cyber and terrorist fuel bad faith arguments because of their (sometimes) intractable nature.

This isn't just a military problem - it's a government problem. For example, the CDC recommends all women of child bearing age abstain from drinking alcohol in case they become pregnant ( https://www.cdc.gov/vitalsigns/fasd/index.html ). We could cite examples for days where stakeholders who have no incentives to accept risk mandate policies based on feelings based decision making.

At the end of the day, that guy has to wake up everyday and say shit like "Federal Agencies' risk is calculated from the loss of Freedom and Warriors' Blood" and know that deep down, he's a completely insincere charlatan biding his civil service time for fake prestige and a pension. Americans recognize those who actually raised their hands and went into harms way and those who use the sacrifice as a punchline for prestige points and a free Applebee's dessert.
